| Schulz's June 2002 Letter to IRS Commissioner Rossotti |

In June, (2002) We The People Chairman Bob Schulz publicly
announced that because of the government's refusal to answer
his questions about the legal and Constitutional basis of
the federal income tax, he would not pay any more income taxes
or file any returns again. His letter explains his exercise of
his First Ammendment Right to Petition and requests that IRS make
these materials a part of his permanent taxpayer file.
